Overview
QODA was commissioned by Hill Construction to provide construction evidence for Passivhaus certification on Phase 1C of the Agar Grove Estate redevelopment. Originally built in the 1960s, Agar Grove forms part of Camden Council’s Community Investment Programme, which aims to deliver low-carbon, energy-efficient homes through a fabric-first approach.
When complete, Agar Grove will become the UK’s largest residential Passivhaus development, setting a new benchmark for sustainable urban regeneration.
Project vision
The redevelopment replaces outdated low-rise social housing blocks and an 18-storey tower with a mix of maisonettes and apartments, designed to reduce energy demand, improve comfort, and enhance community spaces. The scheme also prioritises pedestrian and cycle connectivity, creating a more liveable and sustainable neighbourhood.

QODA’s role includes collecting and verifying construction evidence to support Passivhaus certification, ensuring that all site practices met the rigorous standards required. We’re working closely with Hill Construction to align detailing and installation with airtightness and thermal performance targets, maintaining quality assurance throughout the build. This collaborative approach helps ensure compliance and consistency across all aspects of the construction process.

Agar Grove demonstrates how large-scale regeneration can deliver world-class energy performance while improving quality of life for residents. The project is a flagship example of Passivhaus at scale, influencing future housing policy and design across the UK.
