Waterloo International Terminal – Retail & Leisure Redevelopment

Overview

QODA was appointed by Weston Williamson + Partners on behalf of London Continental Railways as the MEP consultant for the redevelopment of the Waterloo International Terminal. The project transformed the former Eurostar terminal into a vibrant retail and leisure destination, delivering three floors of A1 and A3 retail units and D2 leisure facilities beneath the repurposed platforms.

Project vision
The redevelopment aimed to reimagine a historic transport hub into a high-quality retail and leisure environment while maintaining the operational integrity of one of the UK’s busiest stations. The design needed to balance passenger experiencetenant flexibility, and technical complexity within a live station environment. 

Key features

Mixed-Use Transformation: 

 Conversion of former security, passport control, and lounge areas into 120,000 ft² of retail and leisure space. 

Operational Continuity: 

All works delivered while Waterloo Station remained fully operational. 

Future-Proofed Design:

MEP systems designed to accommodate future tenant requirements for retail and leisure operators.

QODA’s role

QODA was responsible for the full replacement and extension of the existing MEP infrastructure to serve the redeveloped areas of Waterloo International Terminal. This involved navigating confined and irregular service routes beneath the station and coordinating with existing systems that serve the wider Waterloo complex. In addition, QODA designed landlord systems with built-in flexibility to accommodate future tenant MEP installations, ensuring seamless integration and long-term adaptability within a highly complex operational environment.

Impact

The Waterloo International Terminal redevelopment has revitalised a landmark transport hub, creating a destination retail and leisure space that enhances passenger experience and supports commercial growth—all while preserving operational resilience in one of London’s busiest stations.
